State Electronic Tax Payments

ProPay supports electronic state tax payments for states that accept ACH or bulk payment uploads. This topic covers state-specific file formats and payment submission procedures.

California EDD Tax Payments

California uses a "Direct to State" format for electronic tax payments, following the specifications in EDD Publication 154 (pages 24-26).

Bank debit date 24 6

States That Don't Accept Electronic Payments

Some states and local agencies don't accept electronic tax payments for state withholding or state unemployment insurance (SUI) taxes.

    When electronic payments aren't accepted:

    • ProPay still impounds the taxes from the employer's account.
    • ProPay prints a check to the agency instead of creating an electronic payment.
