State Electronic Tax Payments
ProPay supports electronic state tax payments for states that accept ACH or bulk payment uploads. This topic covers state-specific file formats and payment submission procedures.
California EDD Tax Payments
California uses a "Direct to State" format for electronic tax payments, following the specifications in EDD Publication 154 (pages 24-26).
File format
ProPay uses the fixed file format specified in CA Publication DE 154, page 22:

Submit California payments
- Export the California state payment file from ProPay.
- Go to the California EDD bulk payment login page:
- Log in with your credentials.
- Upload the payment file.
- When asked to define file specifications, enter the field information from the table above.
- Export the Massachusetts state payment file from ProPay.
- Go to the Massachusetts Department of Revenue website.
- Log in to your taxpayer account.
- Upload the file according to the state's instructions.
- ProPay still impounds the taxes from the employer's account.
- ProPay prints a check to the agency instead of creating an electronic payment.
- Click Client Functions > Electronic Processing > Tax Impounds.
- Filter for the specific state and tax type.
- Verify amounts and dates.
- Click Export.
- Select the appropriate export format for your state.
- Save the file to your computer.

Note: Effective July 1, 2016, California changed from the GovOne format to the "Direct to State" format.
Massachusetts Tax Payments
Massachusetts provides electronic filing for state withholding payments using the MA941X file format.

ProPay creates files following the Massachusetts MA941X Withholding Text File Layout specifications.
