Colorado Wage Report
Create and upload Colorado wage reports (UITR-1) using ProPay and the Colorado Department of Labor and Employment (CDLE) Secure Transport FTP site.
Overview
ProPay generates UITR-1 wage reporting files for Colorado quarterly unemployment insurance reporting. You create the file in ProPay and upload it through the CDLE Secure Transport FTP site.

Before You Begin
You need:
- CDLE Secure Transport User ID and Password
- Quarter ending date for filing
- Client selection prepared
For first-time users:
- User ID: RPCOMMON
- Password: rpcommon1
Create the UITR-1 File
- Open ProPay.
- Go to Client Functions > Electronic Functions > Magnetic Media.
- Choose State Quarterly Magnetic Media Filing from the dropdown menu.
- Follow the prompts to generate your UITR-1 wage reporting file.
Access the Secure Transport FTP Site
- Visit https://cdleftp.cdle.state.co.us/
- Enter your User ID and Password:
- Returning users: Use your unique User ID and Password
- First-time users: Use generic User ID "RPCOMMON" and Password "rpcommon1"
- Click the Log In button.
- Each quarter, you are prompted to confirm or update your email address.
- This email is used for communications about your file upload.
- You must confirm or update your email to proceed with the upload.
- Click the Upload Files button in the left menu.
- Either drag-and-drop your file or select it for upload.
- The file is automatically processed after upload.
- Confirmation email indicating file receipt and format correctness.
- "receipt.txt" file in your main Secure Transport folder with processing details.
- Upload a second file with corrected records
- Check "ERROR_LOG..." and "PARTIAL..." files in the uploaded_files folder
- Access Preferences via the top menu link.
- Transfer Mode options: Binary or ASCII Text.
- Recommended: Keep the default Binary setting.
- Verify your User ID and Password
- For first-time users, ensure you are using the generic credentials correctly
- Check your internet connection
- Ensure your file meets the required format specifications
- Check your spam folder
- Verify the email address associated with your account

All records accepted: No further action required.
Some records accepted:
File rejected: Submit a new file with all records in the correct format.
