Texas Wage Report
Create and submit Texas unemployment insurance wage reports using ProPay and the Texas Workforce Commission's QuickFile program.
Overview
ProPay generates UI Report wage reporting files for Texas quarterly unemployment insurance reporting. You create the file in ProPay and then validate and submit it using the Texas Workforce Commission's QuickFile program.

Before You Begin
You need:
- QuickFile program installed (download from the Texas Workforce Commission website)
- QuickFile login credentials
- Quarter ending date for filing
- Client selection prepared

Create the UI Report File
- Open ProPay.
- Go to Client Functions > Electronic Functions > Magnetic Media.
- Select State Quarterly Magnetic Media Filing from the dropdown menu.
- Select the client(s) you want to include in your filing upload.
- Create the file.
- Print the internal report (detailed or summary) for your records.
- Save the file.
Validate and Submit Using QuickFile
- Open QuickFile and select the ICESA file format.
- Browse for your file.
- Choose the ICESA or MMREF-1 format.
- Find and select the payroll file you created in ProPay.
- Click Validate to validate the data in your file.
- Correct any errors. You may disregard warning messages that indicate information is not included. That data may not be required for a successful filing.
- Click Continue and review summary totals, then select OK.
- Log on to QuickFile.
- Browse to the path displayed and submit the header and data files.
- Review and print the "Accepted" status page and remittance page for your records.
After you validate your file and receive no error warnings, you can transmit your file to the state.
File Format Notes
ProPay generates the Texas wage report in ICESA format. QuickFile also accepts MMREF-1 format. The file contains quarterly wage and unemployment insurance information for all selected clients.
File location: ProPay saves the file in your default Mag Media folder (typically `C:\PAYSOFT\PROPAY26`).
Important: QuickFile validates the file before submission. Address any errors before transmitting. Warning messages about non-included data can typically be disregarded if the data is not required for your filing.
Troubleshooting
QuickFile validation errors:
- Review each error message carefully
- Correct the data in ProPay and regenerate the file
- Warning messages (not errors) about missing optional data can usually be ignored
File format not recognized:
- Ensure you selected the correct format (ICESA or MMREF-1) in QuickFile
- Verify the file was generated by ProPay's State Quarterly Magnetic Media Filing
Cannot log in to QuickFile:
- Verify your QuickFile credentials
- Ensure you have the latest version of QuickFile installed
- Contact the Texas Workforce Commission for account issues
Missing clients in the report:
- Review the client selection during file creation
- Check the internal report to verify which clients are included
- Regenerate the file if a client is missing
