Create and upload Vermont wage reports using ProPay and the Vermont Department of Labor website.
Overview
ProPay generates UI Report wage reporting files for Vermont quarterly unemployment insurance reporting. You create the file in ProPay and upload it through the Vermont Department of Labor website.

Before You Begin
You need:
- Vermont Department of Labor account credentials (employer or payroll service bureau)
- Quarter ending date for filing
- Client selection prepared
Create Your Wage Reporting File
- Go to Client Functions > Electronic Functions > Magnetic Media.
- Select State Quarterly Magnetic Media Filing from the dropdown menu.
- Select the client(s) you want to include in your filing upload.
- Generate the file.
- Print the internal report (detailed or summary) for your records.
- Save the file.
Upload to Vermont Department of Labor Website
For Employers:
- Visit https://vitws.labor.vermont.gov/vitws/introexitpages/login.aspx
- Log in using your employer credentials.
For Payroll Service Bureaus:
- Visit https://uipublic01.labor.vermont.gov/NewWageUploadApplication/account/login.aspx
- Log in using your payroll service bureau credentials.
Complete the Filing Process
- Upload your wage record report.
- Include a Contribution Report after each wage record report.
- Review the submitted reports on the "Review Page".
- (Optional) View/print a PDF report of each employer's record.
- Click the Confirmed button.
- Click the Continue button.
Confirmation and Payment
- Save the Confirmation Page as proof of filing.
- Note the Confirmation Code for payment submission.
- Submit payment equal to the "total due" amount indicated on the Confirmation Page.
Troubleshooting
Unable to select clients for wage reporting:
- Ensure you have the necessary permissions
- Verify that the clients are properly set up in ProPay
- Restart ProPay and try again
File upload fails on the Vermont Department of Labor website:
- Check your internet connection
- Verify that your file meets the required format specifications
- Clear your browser cache and try again
